Websites need to implement basic personal information protection measures according to China’s existing statutory requirements for privacy protection, such as disclosing personal information protection policies. In the booming development of China’s digital economy, the privacy and security issues of personal data in website applications are vital important. The proposed approaches are better suited to the application of web technologies and the development of privacy laws in China, as we take into account China’s own uniqueness and differences from other countries. Ī Chinese mode of privacy protection incorporating legislation, independent supervision and self-regulation is suggested.The measurement results indicate that the self-regulation of Chinese Top 500 websites needs further improvement, while the major menace of web tracking lies in the internal. Our methodology solves the shortcomings of manual social survey methods based on single information analysis and use network behavior data to verify privacy consistency. The framework relies on the quantitative analysis of privacy policy accessibility, readability and compliance as well as web tracking. And a multi-layer privacy measurement framework NPM (Network and Policy Privacy Measurement) is proposed. To our best knowledge, our work firstly put the state of Chinese and Western (European/US) privacy policies into perspective.
